إستياء من حجم الإختلالات المرصودة في إستغلال مقالع بجماعة برادية

عبرت فعاليات محلية بجماعة برادية بإقليم الفقيه بن صالح عن استيائها الشديد من طريقة تدبير الجماعة لملف المقالع التي تتواجد بترابها ،و هو الإستياء الذي طفى على السطح مباشرة بعد صدور تقرير المجلس الأعلى للحسابات برسم سنتي 2016 و 2017 ،و الذي أشار بالواضح إلى أن مصالح الجماعة تتجاهل مراقبة الكميات المصرح بها من المواد المستخرجة من المقالع ،وهو الأمر الذي أضاع على الجماعة موارد مالية مهمة.
و إستنادا لتقرير المجلس الأعلى للحسابات ،و الذي تتوفر “الأحداث المغربية” على نسخة منه ،فمصالح الجماعة لا تعمل بشكل نهائي على مراقبة الكميات المستخرجة من المقالع ،إذ تكتفي بإعتماد الكميات المصرح بها من المستفيدين كأساس لتصفية الرسم ،بالرغم من أن المواد 95 و 149 و 153 من القانون 47.06 قد نصت على مجموعة من الإجراءات التي تهدف بالأساس إلى توفير الوسائل القانونية لأجل التأكد من صحة هذه الكميات .
و أثارت المعطيات التي رصدها التقرير ،حنق الفعاليات المحلية بالجماعة ،خاصة منها المتعلقة بكون أن سجلات الشركتين المستغلتين للمقالع بالجماعة أظهرت وجود فارق مهم بين المكونات المستخرجة و المدونة بوثائق الشركة و تلك المصرح بها لدى المصالح الجماعية ،حيث قدر في هذا الصدد الفارق السنوي الإجمالي بحوالي 67.158 متر مكعب للشركتين معا ،مقارنة بآخر إقرار خاص بسنة 2015 ،وهو ما يطابق مبلغا قدره 335.790.00 درهم عن نفس السنة.
و زاد نفس المصدر ،أنه و عند مقارنة الكميات المصرح بها من طرف الشركتين للجماعة بتلك المبينة على التصاريح المقدمة لوكالة الحوض المائي أم الربيع ،خلال الفترة 2011/2015 ،فإن الفارق يصير أكبر ،إذ يبلغ 153.956 متر مكعب ،أي ما يطابق 769.780.00 درهم .
إستهتار جماعة برادية بالمال العام ستتواصل ،من خلال غضها الطرف عن إقرارين توصلت بهما من طرف مالك إحدى الشركتين ،يشيران إلى توقف أنشطته خلال الربعين الأول و الثاني من سنة 2011 ،و ذلك دون أن يتم التحري لإثبات صحة هذه المعطيات ،علما أن التصاريح المقدمة لوكالة الحوض المائي لا تفيد أن الكمية المستخرجة قد تأثرت خلال الفترتين السالف ذكرهما.
و استغربت مصادر الجريدة ،بناء على ما جاء في التقرير المذكور ،استغلال الشركتين للمقالع بالجماعة دون توفرهما على جميع الوثائق القانونية الجاري بها العمل في مثل هذه الحالات ،حيث تمت الإشارة في هذا الإطار إلى أن الشركة الأولى يضم ملفها فقط دراسة التأثير على البيئة المنجزة في يونيو 2009 ،فيما لا يتضمن الأمر وصل التصريح و التراخيص المسلمة من طرف وكالة الحوض المائي لأم الربيع ،أما بالنسبة للشركة الثانية فلم تتوصل الجماعة بوصل التصريح ودراسة التأثير على البيئة ،أما بخصوص الترخيص فيعود لسنة 2002 ،ولم يتم تجديده بالرغم من تجاوز مدة الإستغلال القصوى المحددة في خمس سنوات ،كما تشير إلى ذلك المادة 5 من كناش التحملات.
و ناشدت الفعاليات المحلية ،من خلال الجريدة ،كلا من وزير الداخلية عبد الوافي لفتيت ، والي جهة بني ملال خنيفرة عبد السلام بكرات و عامل إقليم الفقيه بن صالح محمد قرناشي فتح تحقيق عاجل و معمق حول الإختلالات الخطيرة التي رصدها تقرير المجلس الأعلى للحسابات بخصوص إهدار المال العام في ملف مقالع الجماعة ، في أفق ترتيب المسؤوليات ،و تفعيل مبدأ ربط المسؤولية بالمحاسبة لكل من تورط في هذا الملف الذي تم وصفه بالثقيل
