تنزيلا لمشاريع الرؤية الاستراتيجية 2015/2030 وبرنامجي عمل الأكاديمية الجهوية للتربية والتكوين لجهة بني ملال خنيفرة والمديرية الإقليمية لوزارة التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي بالفقيه بن صالح ، وبفعل الجهود المبذولة من أجل التفعيل الأمثل للبرنامج الوطني لتعميم وتطوير التعليم الأولي بمقومات الجودة في أفق سنة 2027/ 2028 ، فقد ارتفع عدد الأطفال المسجلين بأقسام التعليم الأولي إلى حدود يوم 17 اكتوبر 2020 على مستوى مديرية الفقيه بن صالح 6016 مسجلا (ضمنهم 2902 طفلة ) موزعين على 307 قسما ، منهم 4889 بالتعليم الأولي العمومي المدمج ( ضمنهم 2325 طفلة ) موزعين على 223 قسما و 869 مسجلا بأقسام التعليم الأولي الخصوصي ( ضمنهم 439 طفلة ) موزعين على 68 قسما و 298 مسجلا بأقسام التعليم الأولي المحدثة في إطار اتفاقيات شراكة مع القطاعات العمومية الأخرى ( ضمنهم 138 طفلة ) موزعين على 16 قسما .ويتوزع أطفال التعليم الأولي العمومي المدمج بمديرية الفقيه بن صالح على 180 حجرة ( 157 بالوسط القروي و 23 بالوسط الحضري ) يشرف على تأطيرهم 187 مربيا ومربية موزعين على 160 مؤسسة مدرسية ، إذ يسهر على تسيير هذه الأقسام 120 جمعية بموجب 151 اتفاقية شراكة موقعة بينها وبين المديرية الإقليمية للفقيه بن صالح. وسيعرف الموسم التربوي الحالي إضافة 30 قسما جديدا للتعليم الأولي العمومي المدمج مما سيرفع عدد المستفيدين إلى حوالي 5437 ، منهم 2667 طفلة.
وأشاد السيد حمادي أطويف المدير الإقليمي لوزارة التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي بالفقيه بن صالح بالمجهودات التي تبذلها هذه الجمعيات لتجويد خدمات قطاع التعليم الأولي بالإقليم ، لافتا إلى اتفاقيات الشراكة الموقعة مع المؤسسة المغربية للنهوض بالتعليم الأولي التي تشرف على 11 قسما، ومؤسسة زاكورة للتربية التي تشرف على 5 أقسام ، مؤكدا أن مجموع مبلغ الدعم الممنوح للجمعيات الشريكة التي تشرف على القطاع بالإقليم قد بلغ برسم الموسم التربوي 2019/2020 ما يناهز مليون و 790 ألف درهم ( 1.790.000.00 درهم ) .وقال السيد حمادي أطويف أن مشاريع بناء وتأهيل حجرات التعليم الأولي بإقليم الفقيه بن صالح يعتبر من أولى الأولويات ضمن برنامج عمل المديرية الإقليمية لكونه من المشاريع الملتزم بها أمام صاحب الجلالة ، مشيرا في هذا الإطار إلى برمجة بناء 87 حجرة من طرف المديرية الإقليمية برسم الموسم 2019/2020 ( 77 منها بالوسط القروي و 10 حجرات بالوسط الحضري ) .وأضاف المدير الإقليمي أنه سيتم الإعلان عن صفقات الأشغال لبناء 30 حجرة جديدة أواخر شهر أكتوبر الجاري من طرف الوكالة الجهوية لتنفيذ المشاريع برسم الموسم 2020/2021 وذلك في إطار شراكة بين الأكاديمية الجهوية للتربية والتكوين لجهة بني ملال خنيفرة ومجلس جهة بني ملال خنيفرة ، إضافة إلى برمجة بناء 60 حجرة برسم الموسم الحالي 2020/2021 أيضا من طرف هذه الوكالة ( الوكالة الجهوية لتنفيذ المشاريع ) .ونوه السيد أطويف بالمناسبة بالمجهودات المبذولة من طرف شركاء المدرسة بالإقليم والجهة من أجل النهوض بقطاع التعليم الأولي باعتباره رافعة للارتقاء بمنظومة التربية والتكوين وتجويد خدماتها ، معبرا عن امتنانه وشكره الجزيل للسيد عامل إقليم الفقيه بن صالح رئيس اللجنة الإقليمية للمبادرة الوطنية للتنمية البشرية وللسيد رئيس المجلس الإقليمي للفقيه بن صالح ولجميع الشركاء من مجالس منتخبة وسلطات محلية وجهوية ومؤسسات المجتمع المدني على دعمهم المتواصل ، مشيرا إلى مساهمة اللجنة الإقليمية للمبادرة الوطنية للتنمية البشرية والمجلس الإقليمي للفقيه بن صالح في مشاريع بناء وتجهيز عدد مهم من حجرات التعليم الأولي ، منها 14 حجرة في إطار شراكات مع جمعيات دعم مدرسة النجاح وكذا برمجة مشروع بناء 12 حجرة أخرى .
ولفت المدير الإقليمي إلى انطلاق عملية تجهيز 109 حجرة للتعليم الأولي بالإقليم بتمويل من طرف الأكاديمية الجهوية للتربية والتكوين لجهة بني ملال خنيفرة ، مذكرا في ذات السياق بمساهمة المجلس الإقليمي للفقيه بن صالح في تجهيز 74 حجرة .وبالنسبة لمشاريع تأهيل حجرات التعليم الأولي أكد السيد حمادي أطويف أنه تم تأهيل 22 حجرة برسم الموسم 2018/2019 و 22 حجرة برسم الموسم 2019/2020 وأنه تم برمجة تأهيل 20 حجرة برسم الموسم التربوي الحالي 2020/2021 .إلى ذلك أكد السيد عبد الرحمان الغزلاني رئيس مصلحة الشؤون التربوية بمديرية الفقيه بن صالح على أهمية التكوين في الارتقاء والنهوض بقطاع التعليم الأولي ، مشيرا إلى تنظيم 7 دورات تكوينية حضورية لفائدة مربيات ومربي التعليم الأولي بإقليم الفقيه بن صالح خلال الموسم التربوي 2018/2019 ،
