ذكر والي جهة بني ملال خنيفرة خطيب لهبيل في كلمته بمناسبة وصول القافلة السياحية التي ينظمها المكتب الوطني المغربي للسياحة إلى بني ملال، بالظرفية الصعبة التي تجتازها المملكة، على غرار بلدان العالم، نتيجة التداعيات السوسيو اقتصادية لجائحة كورونا، مشيرا الى الجائحة تسببت في أزمة حقيقية لجل القطاعات الاستراتيجية بالجهة  سيما قطاع السياحة الذي يعتبر من القطاعات المهمة لتحقيق تنمية جهوية مستدامة، الذي عرف ركودا حادا غير مسبوق، علما أن أغلب المؤسسات السياحية بالجهة استرجعت، إلى حدود شهر دجنبر المنصرم نشاطها، مقابل عدم تخلص قطاعات أخرى تابعة للقطاع من تداعيات الجائحة، إذ ما زالت تعاني  مشاكا عدة تجسدها السب المسجلة في المردودية التي لم تتجاوز 20  في المائة بالنسبة لوكالات الأسفار والمرشدين السياحيين و30 في المائة بالنسبة لشركات النقل السياحي.

وأضاف أنه في إطار التعبئة الشاملة وانخراط جميع الفاعلين الأساسيين لوضع خطة محكمة لإقلاع اقتصادي جهوي خلال فترة ما بعد الحجر الصحي، تم إحداث لجنة اليقظة الاقتصادية الجهوية، التي عهد لها بدراسة والتتبع المنتظم للوضعية الاقتصادية والاجتماعية بالجهة، والحرص على تتبع تنفيذ قرارات لجنة اليقظة الاقتصادية المركزية، وصياغة توصيات واقتراحات الفاعلين الجهويين، مذكرا ببعض الاقتراحات المتعلقة بالقطاع السياحي التي اعتمدتها هذه اللجنة والمتمثلة في :

  • تبسيط المساطر  للحصول على تمويل “Damane Relance Hôtellerie” الموجه لمقاولات الإيواء السياحي؛
  • وضع اتفاق شامل لمعالجة الالتزامات الضريبية للفاعلين السياحيين؛
  • دعم الجهود المبذولة لضمان إدماج جميع العاملين في القطاع السياحي في نظام التغطية الاجتماعية؛
  • العمل على تسريع تنفيذ الاتفاقيات الموقعة والمتعلقة بالترويج السياحي الجهوي وتأهيل المواقع السياحية بجهة بني ملال خنيفرة؛
  • تشجيع الابناك بالجهة لانخراطهم في تمويل المشاريع السياحية؛
  • دعم تنشيط مطار بني ملال الدولي برحلات داخلية وكذا بالرحلات الدولية لتشجيع السياحة الداخلية.
  • العمل على تسريع تنفيذ برنامج اتفاق التعاون السويسري، خاصة على مستوى المشاريع المتعلقة بإعادة تأهيل المآوي السياحية القروية؛

ومن جهته، أكد مدير العام للمكتب الوطني المغربي للسياحة على عزمه تكييف مختلف الآليات من أجل إبراز المؤهلات التي تزخر بها جهة بني ملال خنيفرة، وإرساء هوية للجهة تمكنها من احراز مكانة خاصة بها، من خلال تلميع صورة الجهة وتعزيز تواجد العلامة التجارية الخاصة بالوجهة، مضيفا أنه من بين المحاور الأساسية التي يركز عليها المكتب الوطني المغربي للسياحة هو تعزيز ربط الجهة والولوج إليها من خلال تشجيع، على الخصوص، برمجة رحلات سياحية عامة ومتخصصة، وحث وكالات الأسفار على الاهتمام بالأسواق ذات الأولوية، المتمثلة في فرنسا وإسبانيا وبريطانيا.

وفي تدخله، استعرض رئيس المجلس الجهوي للسياحة مختلف أنشطة المجلس الذي حرص على عقد عدة لقاءات مع كافة الشركاء الجهويين والاقليميين والمهنيين السياحيين لتدارس سبل النهوض وتطوير السياحة الجهوية، مشيرا الى أن ضعف الأداء السياحي على مستوى جهة بني ملال خنيفرة يرجع بالأساس إلى عدم تثمين المؤهلات السياحية الجهوية.

كما تم بالمناسبة، تقديم عرض من طرف مديرة المجلس الجهوي للسياحة، هذا العرض تضمن عدة محاور تهم وضعية القطاع السياحي بجهة بني ملال خنيفرة، وأنشطة المجلس الجهوي للسياحة، والحملة الترويجية للسياحة وبعض الاقتراحات لتنمية السياحة بالجهة.

 وتمحورت أغلب تدخلات المهنيين حول دعم البنيات التحتية بالجهة، والعمل على اعتماد مقاربة تشاركية بين جميع المتدخلين المعنيين لضمان تجانس وانسجام البرامج الرامية الى النهوض بالقطاع السياحي الجهوي، والاهتمام بفئة المرشدين السياحيين الذين يبقى لهم دور كبير في الترويج وإعطاء الصورة اللائقة للمنتوج السياحي الجهوي، والعمل على خلق منتوج سياحي متكامل على المستوى الداخلي يمكن من تشغيل جميع مكونات القطاع.

وكانت قافلة السياحية التي ينظمها المكتب الوطني المغربي للسياحة، حطت رحالها يوم أمس الاثنين بجهة بني ملال خنيفرة، لتدارس وضعية القطاع السياحي والتشاور بين كافة الفاعلين والمهنيين الجهويين بهذا القطاع، وبحث جميع السبل لتعزيز ودعم المجهودات المبذولة من طرف كل الشركاء على مستوى جهة بني ملال خنيفرة، لا نعاش وضمان اقلاع حقيقي لهذا القطاع الذي تضرر كثيرا  نتيجة تداعيات انتشار  وباء كوفيد -19-.
