يعتبر المغرب من بين الدول التي وقعت على اتفاقية حقوق الطفل سنة 1993 والتي تنص في المادة 28 و29 على ضرورة توفير تربية جيد للجميع التي تساهم في إحقاق حق أساسي من حقوق الطفل وهو “الحق في النمو”
في هذا الإطار أيضا، شارك المغرب في منتديين انعقدا سنة 2000، الأول بنيويورك حول الألفية للتنمية objectifs du millénaire والثاني بداكار حول التربية للجميع Education pour tous وقد وافق المغرب على الإعلانات الصادرة عن هذين المنتديين.
وبالرغم من المجهودات الجبارة التي تبذلها وزارة التعليم من أجل تعميم التمدرس إلا أنه ما زال شبح الانقطاع عن الدراسة في ارتفاع مستمر، وما زال الآفة تقض مضاجع المسؤولين عن القطاع الذين مافتئوا يجددون استراتيجية للتجفيف منايع الهدر المدرسي.
إن القضاء على ظاهرة عدم التمدرس والانقطاع المبكر عن الدراسة يتطلب الترافع والتحسيس والتعبئة وحشد جميع الطاقات على أساس أن المسؤولية هي مسؤولية الجميع. وأن ربح الرهان لن يتأتى إلا بالاسهام والمشاركة الجماعية في سبيل القضاء على هذه الظاهرة التي تتطلب استارتيجيات جديدة، وخلق مشاريع وطرح تساؤلات لإيجاد وصفة تقلل من نسب الهدر المدرسي التي تسائلنا جميعا.
